I need to replace fuse how do open control panel?

Hey mate, it might be more then just a fuse. The fuse is mearly there to cut power and prevent a fire under fault conditions. There are also two fuses in microwaves. A 110/240v mains fuse and also a 5kv fuse on the transformer.
Such condition can be a burn out magnatron, transformer, HV rectifier diode or HV capacitor. I'd recommend visibly inspecting and also testing the components. BE CAREFUL though. The HV capacitor can hold charge for a long time and can kill you. Make sure you discharge it safely.
To open the microwave, you'll need a PH No.2 screwdriver and possibly a security Torx 10 screwdriver. There will be 4-8 screws on the back and 1-2 screws on the side. Once they are removed, pull the case towards the back and lift it. The mains fuse will be on a PCB where the mains cable enters the microwave.

You also have to be aware that there is always a reason why a fuse blows.
It could be fatigue (fuse wire not connected properly in fuse assembly or incorrectly rated fuse inserted in the first place - holds but over time the stress of carrying the extra (for it) current burns the fuse wire) but that is rare and it is mostly due to a problem in the circuit that it feeds.

I have a GE portable microwave model # JES1456DS3WWW. Table and power does not turn on, but still counts down on the control panel. Any advise Dennis
