I Recommend Upgrading To 8GB Ram And A Solid State Drive That Would Make You Mac Mini Run Smoother Especially If You Are On Mac OS X 10.12.0 Or Above

You hard drive is to full. Anytime you get a drive more than 80% filled it will start to slow down.
Standard RAM: 4 GB Maximum RAM: 16 GB
Details: By default, 4 GB is installed as two 2 GB modules.
This model supports 16 GB of RAM using two 8 GB modules.
I would also recommend a Seagate SSHD 1 TB. Use the existing drive for storage.
Or
adding a smaller SSD drive and turning it into a Fusion Drive.
But you may to clean up the drive and eliminate duplicate items or whatever is taking up your HD space.
