Power adaptor overloading. Could this be caps?

I am working on an old G580 that has stopped charging. When the power adaptor is plugged in the LED on the adaptor blinks. This tells me an overload or a surge. Could this be a capacitor problem or is it more insidious. Has anyone got a fix for this

Ok So it turns out that it was not the Caps. I took all extras off the board such as screen, fan etc and it still overloaded the charger. I then tested the caps and came to the conclusion that it could be anything and probably not fixable. I called it at 09;00 this morning!
