I don't know about a d104 but the d11 has been removed by me it has no modulation so it will not swing forward

If it is not ic3 more than likely it will be ic1 pll chip .have had several with key up but no modulation output and it turns out to be the pll chip.

Was the D104 diode clipped or removed? If not, remove the whole diode... If this is not removed, you won't get full modulation or watts. It must also be peaked to match the new driver and final.

This is just off the top of my head without you providing final and driver information, also assuming you upgraded the CB.
