When i turn power botton on. agree then select where to then select address then select spell state but after that i cant type in any state nothing work why ?

Here are a couple of things that you can try and see if it resolves your problem.
1. Reset the Device.
2. Try reinstalling the software.
(first check what software version you already have. Go to Settings > System > About - not sure but it may not allow you to reinstall if the version is the same)
