My moped dies when I am not constantly turning the throttle.

I am new to working on my moped so any help would be appreciated, i also have more questions but this one is my main concern.

So i can start the moped no problem its a little rusty but in order to keep it running i have to have the throttle turned a bit, is that normal?

Sounds like you might need to adjust the idle.

Try adjusting these two screws and see if you can get it to idle without hitting the throttle.

Chase as Randy C. suggested try the idle mixture screws first, if that does not do the trick, the carburetor will probably have to come apart and be clean/rebuild.

I hope this helped you out, if so let me know by pressing the helpful button.
