How can you tell if the mother board needs replacing or just the battery?

georgeelias1950 measuring a battery with a multimeter will only show you the voltage of the battery but it will not show the condition off the battery. Even a battery that shows the proper voltage may have failed if it does not supply the amperage required by the device. To determine that, you will have to put a load on the battery and measure the amperage. Not an easy task on the type of the battery for your GPS. I suggest that you start by replacing the battery regardless of what voltage it shows. If nothing else, it will provide you with a known-good point if further troubleshooting should be necessary

So you're say if the multimeter shows the battery is dead then the replacement will fix the problem? So if it's a blank screen won't boot up in likely hood it's just the battery. What should the multi meter show that it's only the battery problem not the motherboard?

No, if the multimeter shows that the battery does not have a charge, then get a charged battery and see if it works with the iphone. The multimeter will show 3.7-3.6V if it is charged and anything below it is not.
