Why are my systems not up to speed

When I'm on my fb news feed notifications and I want to view a posted video it will plays for a few seconds then it will stop like freeze's then starts playing again..it just keeps repeating the same thing over and over! Also my tablet is functioning at a very slow speed when downloading and uploading.and my custom wallpaper photos have seem to missing in fact all of my photos are everywhere!??
