Why will My phone not turn on

My phone is not turning on.

When I go to turn it on the Samsung logo pops up and vibrates, it then vibrates again and goes to a black screen.

That goes on and on until you take the battery out.

Only time I can turn my phone on is when it's charging but even then it just turns off.

How do I fix it ?
