Updated but stuck on other network page

Hi all,

I did a update on my Ipad 2 and when it rebooted I was guided to choose a network which i did, then it froze up. Now I tried to press and hold the home button, but when i release it it says "Ipad not set up" with a continue button on bottom.

It will not reboot. ITs frozen
