Due to abnormal factory reset

I found the phone. Though it looks like someone found it before me and has locked it. Because on setup wizard it show's "due to an abnormal factory reset,you will not be able to use this phone until you sign into your Google account to confirm that it belongs to you. What can I do? Done hard reset,and has no sims in it thank you

Your best chance is to bring it to someone that has a flashbox box like the Z3X box to remove the google account activation lock on there.
