Is the power flex cable tethered to the mother board?

I believe the power flex cable for my OPT is ripped, and I need to replace it. I sent it off to the company to be repaired, but they're saying that I need to replace the entire motherboard. But my original technician said that the only issue was a ripped power flex cable...

From some OnePlus Two teardown, it seems the power flex cable integrates with volume button flex, and the whole flex contactor is connecting with motherboard. So i believe you can replace the power flex cable without replacing motherboard.
