The unit will not respond to any key commands, so I cannot zap the ram or force it to start up from an install disc. Do I need to replace the logic board or is there a way to reset the current one?

First I would try a different keyboard before replacing the logic board.

Try a "Safe Boot". At startup, hold the shift key down. This forces a directory check, disables fonts, moves font cache to trash, disables startup items, etc. Note that some features don't work in safe mode but you'll be able to continue troubleshooting.
