Is says I'm connected but I cannot go on apps

My Samsung says I'm connect to the internet with full bars but I try to connect to YouTube snapchat or instergram even when I go on the Internet I have to press the power button then swipe the Internet to go on because it doesn't let me go on the Internet properly I have tried to restart it clean all data an cache on it but still nothing please help as I use this for my education
