cannot turn off narrator

I somehow got the narrator on and now my phone will not scroll. I cannot get back to shut the narrator off. The entire screen is circled with yellow . The only thing I can move around is with back button. I thought it said to hold the volume button to turn off, but, that just turns the volume down,
