Is this screen toast?

I gave up on cleaner/alcohol in UK.

Plugged in to PC. iTunes reads it and reads all files on it.

Here is a picture of the LCD. Is it toast? Can you tell from a picture if it needs to be replaced?

From the looks of that picture, you are going to need to replace the LCD.
