menu and back buttons not working

hi

I have a Samsung galaxy s4 mini - and the screen is working fine - but the MENU and BACK buttons (the ones that light up) are NOT working

everything else is fine (home button works)

oh - also comes up 3 mobile when switch on - does that mean its hard locked ?

or can I just get a code to unlock it

plz help me - thanks
