Yes, this small flat metal plate is needed for the Home Button to function. It is held in place by simple double sided tape, that is used throughout the iPhone. It is easy to remove (to remove use the tip of a sharp knife or the tip of a pin to pry it up) and transfer, or buy a new metal plate.
