Battery will not charge from wall or mobile charger

Galaxy Note 3 with Rayovac battery in it. Will not charge from wall or mobile charger with high rate. It will charge from computer USB port at 450ma. Anything higher than that rate and the battery acutally discharges even though the red led is showing on the screen.

Anyone have any ideas?
