When u say "all of the time" im gonna assume that they're running on high even when you're Idle. First things first, I would make sure that there are no background processes using up your CPU's resources. if thats not the case and your machine is in a properly ventilated area, then I would have a look and clean up the fans with compressed air. I have iStat Widget that monitors temp and fan RPM. Most of the areas are over 100 Degrees. Monday I can get an exact reading of the interior and let you know. I guess it could be overheating and not bad fans. Fan replacement looks fairly straight forward, but heat sinks I would think are a different story.
