5D doesn't have a built flash.

Adjust the hotshoe. Loosen it off and check the contact in the middle, as is sometimes stays depressed/gets caught when you remove the external flash. The camera thinks it has a flash attached and prevents the pop-up flash from coming up.

The 5d doesn't have a built in flash. You need to fit an external flash!

Hi Sally,
The Canon 5D is a full frame DSLR camera and has no built-in flash. So, I am assuming you are talking about an external flash (like a Canon Speedlite) which you attach to the hot shoe of the camera.
Tell us more about the flash (brand, type, etc.) and what settings you used when the issue occurred.
