new battery will not power up without charger connected

I have replaced the battery in my Iphone 4s and the phone will not start without the charger connected. I have cleaned the contacts and earth and this has made no difference. I have upgraded with Itunes, still no difference. I put the old battery back in and it works fine. What can I do? is it possible the battery is faulty?
