middle LED diagnostic light blinking during POST, change LCD?

After powering on Dell Latitude E6400, the hard drive will start but then everything shuts off and the middle LED diagnostic light begins to blink. I have swapped LCD cables but problem persists. Is replacing the LCD screen a viable solution?

Mike Jones, the "middle" light blinking indicates a RAM Memory Fault. Possible solutions are

-Reseat the memory sticks.

-Replace the memory sticks.

-Replace the motherboard / system board.

I wouldn't think so. If the LCD was just out you should still hear windows boot up, fan should still be going and so forth. If the screen never comes on and its shutting down before windows tries to load my first guess would be MB issue.
