I want to heat a room for my parrot this winter and am thinking about buying an electric oil heater instead of getting a regular plug in space heater with a fan that blows. Which is more cost effective the electric plug in oil heater or the regular space heater with a fan.

Oil heaters by far are more cost effective and safe. Oil heaters do take longer to heat a room but will provide you a more comfortable heating experience. Also the size of the room is a factor in cost efficiency.
Oil filled units are the most efficient heaters. They use a heating element in a bath of oil. The oil stays warm in it's container and heats the surrounding air. The big thing to know about oil and water filled heaters is that they are sealed units so you do not need to worry about spills or refilling fluids. Once the oil or water is heated the element cycles off and on enough to maintain your desired temperature.

As far as which heater is more efficient, oil-filled heater or electric heater, I'd say they are fairly similar in energy consumption since they both run on electricity. I think safety is the thing to consider between these two options. Oil-filed heaters takes longer to start radiating heat, but it will stay longer radiating after turned off, and it is less of fire-hazard item. A electric heater will start heating quicker but it could start a fire more easily.

I work in an unheated warehouse in Northern VA. I have one, little Kenwood oil filled radiator that I use as the SOLE source of heat in my tiny office in the warehouse. It takes a few minutes to heat up, but, as long as the door is shut, my office is pretty comfortable when I have a jacket on. Mind you. it's not spectacular, but, it is VERY noticeable when you come in here from the warehouse which right now, is REALLY cold. I have accidentally left it on all night when I left the office, on a few occasions, and it was perfectly fine. OH, and it sits about 6 inches from the wall and poster board with papers hanging right next to it. Not really smart, but, I'm sitting here now ,as I've been for 4 hours, and it's still OK. No fumes, no stress, quiet and it works. I WOULD recommend keeping anything flammable away from it but, you don't have to panic. Mine doesn't get REALLY hot unless I put my hand on it.

I have been using FUH54 model by Fahrenheat for a long period of time. I have a medium size garage and it has been heating very well. As far as your question is concerned which one would be best and cost effective, I would say should buy an electric plug heater as it is not just cost effective but is also very safe according to my experience. We heat our “all-electric” eastern Washington home with multiple oil filled radiators in the winter months because it is more efficient than our Trane Variable Speed R-410A heat-pump system, which we leave programmed to assist during cold spikes. During the winter, heat pumps operate like an air conditioner in reverse. The refrigerant absorbs heat from the air outside and uses it to warm your home. But the heat pump system has mechanical parts and uses a squirrel cage fan to force air through the ducting whereas the oil filled radiator converts electricity directly into heat and uses convection. Note: We have low-cost renewable hydro-power nearby.
