The problem is likely a defective thermostat that is stuck in the "open" position.
When that happens, the coolant moves rapidly through the system rather than staying in the engine until it heats up to 180-200 degrees. After the water heats up, the heater will work but your engine could also keep getting hotter without thermostat control.
Good thermostat will stay in the "closed" position until the coolant is hot, allowing your heater to have hot air and engine water to heat up.

Does your blower work? Have you checked the coolant level? what else have you checked?
