I have fixed a lot of iPad minis and everyone here is right. You need to make sure those areas are taped, which it looks like you have. However, let me tell you a place to tape off that you might miss. I was working on an iPad mini once and long story short I couldnt get any digitizers to work with it. They all had ghost touching etc. I finally disconnected the digitizer for the 100th time and looked on the back of the connector that connects to the motherboard. There are what looks like 20 plus solder points. Make sure that this part has kapton tape or some type of tape on the bottom of it. If it does not, the back side will ground out on the inside of the iPad mini. There is usually an adhesive pad in this area from the factory, but it can get pulled off when removing the original broken digitizer.

My iPad screen also jumps a lot.REPLACE THE CHARGER CABLE.
Use canned air to keep the iPad connection area clean. PROBLEM SOLVED
with proper new charger cable. Charger cable must fit iPad securely and properly. Not all cables are created equal.

The charger cable can not be the problem if the problem occurs when it is not plugged in.

I had an iPad where the web page (e.g., youtube) keeps switching videos/loading new pages without even touching the screen. The digitizer is likely shorting out. If it is a new digitizer, then it is likely either where the internal cable connects to the main board, or it is simply flawed manufacturing with the sensors themselves.

I had this on ipad 4th gen, its nearly always the ribbon from logic board to screen where it leaves the case and joins the screen...this is where it bends and if its a cheap screen its made of cheap brittle plastic...it can only be bent once when putting the screen back on...if you try putting the screen on and off the case to test it , it will be enough to split the ribbon..
