Water damage the phone says that its charging but doesnt

Hi I have a water damaged iphone 4s when i plug the device into a charger it says that its charging but doesnt the battery percentage remains the same or even loses charge and when it goes completely flat i cant get anything to come up on the screen i have replaced the battery and the charging dock and it connects to itunes and a computer fine just cant get the battery to take a charge
