The G4 Power Macs have a latch just above the Apple logo on the right hand panel. Lift that latch and the panel will open.

Don't go in that way. Open the door and remove the 4 large Phillips screws and the one small one. This will give you access to the fan. Your machine is the 350 GHz Yikes model.
