Check the wire on the hood release cable under the driver seat. If that gets damaged and falls out, it can cause this to occur. Sometimes it can be fixed with a new latch, other times the cable is stretched and will likely need to be replaced - it's doable, but not a fun job given you have to go through the firewall to access the cable. That being said, I have had family with cars where they have so many miles or were old where the solution was to keep a vise grip in the center console and bypass it that way. IMO that solution is tacky but if the plastic latch is broken and the car has 150k miles and is also burning oil, I don't blame someone for sticking a Harbor Freight vise grip in the glovebox or center console and calling it a day.
