iMac Won't Turn On At All

I'm not an Apple user by any measure, however my office has this one iMac M3.

This iMac M3 has not been turned on for probably a month, however the iMac is unable to turn on now. Between that month, there is a few days where my office had multiple rapid power surge/outages because of faulty breakers. The iMac has never been turned on in during those surges/outages, however the plug has never been disconnected from the wall.

While I have absolutely no knowledge of iMac troubleshooting, I have tried everything that forums have said (power cycle, safe mode, etc.) yet it still won't turn on at all. The power button still clicks fine, so I'm thinking that the power adapter that also houses the ethernet port is fried. Are there any other possibilities I should know of before telling my boss about the possible issues and fixes?
