M1 MacBook Air going directly to Diagnostic Loader image.

-Bought a used M1 logic board for a MacBook Air ay eBay. When I connect the USB charger it "always" boots directly to the diagnostic loader. If I attempt to run the diagnostic, it will go thru the "starting message, then downloading, then starting the diagnostic and right after that message appears( within 1 or 2 seconds) it hangs with a message saying:

I tried booting from and external image I created with Carbon Copy Cloner from my M1 Mac mini, using the "start up option" still reboots into the diagnostic mode.
Anyone that has run into something similar and could share something will be greatly appreciated.
