You need a battery installed to test things properly. At this point you’ll need a new battery [product|IF455-022] and here’s the guide [guide|135185]

I would also get a USB-C power meter to place between your charger and the system to monitor the power going in. It’s possible the power logic within your system needs repair or the charger and it’s USB-C cable are bad.
