It’s likely a corrupt flash within the SIP unit. They can’t go deeper hence they think a new board will fix this.

There are a few shops which specialize in Apple Watches, maybe they can access the watch via DFU mode via the hidden port to re-flash the chip with a clean image.

For some reason the Apple repair depot won’t do this.
