You sound like you have a few logic board issues. Did this system get wet?
The right side ports assembly could be bad try swapping the assembly or just get a new one [product|IF123-127]

I’m a bit confused by loading, is the system booting up, just not able to be logged into? If that’s the case this system is likely TouchID and/or iCloud locked. You will need to contact the original owner to get then to remote the system from there iCloud account and they will need to unlock the system physically (there fingerprint is needed) once that happens they or you can remove the TouchID fingerprint and they should remove any personal info before handing the system to you.
