The fan only goes on when the CPU & GPU heat up. As you took the battery out your system is running in CPU safe mode lowering the CPU’s clocking. Most of the time the fan will also ramp up as well. So it’s likely your fan also has a problem.
I would open the system and make sure the dust buildup internally and the fan is checked out that it’s not jammed up and if injecting power allows it to spin. I’m sure yours fan failed.
