The panel is starting to fail. Do you have AppleCare+ if you do I would bring it in to get fixed so it continues to work until you get your new system, and besides, if you turn-around and sell your system it will get a better price working.
Just so you know what Apple will do, they will replace the full uppercase assembly [product|IF123-182] which as you can see is quite expensive even used!

A good Mac repair person can replace the [https://www.ebay.com/itm/174883817044?|13” MacBook Pro A2159 Touch Bar] Its a bit of work as you need to completely strip the system down and then you need to unglue it from the case without damaging the case. Not something I recommend for a DIY person.
