Given the series you may not have the recovery partition and Internet recovery may not be possible as this series original firmware doesn’t offer it only after its been upgraded will it work.
The best way to get your self going here is to create a bootable OS installer USB thumb drive. I don’t recommend going to High Sierra as the file system will be upgraded to APFS from HFS+ during the OS installer. APFS doesn’t run as well as HFS+ on SATA based drives.
