I would look for the original Grey CDs that came with the system or retail version of the OS. You might also find them online for sale.
The problem you face is you need to format the USB drive using a Mac so the format is correct and then install OS-X Panther onto it so its bootable and then copy over the OS installer to it from that working Mac. I’m sure you don’t have access to an older system with Panther or Lion on it.
