I have solved the problem. What I did to resolve it is update '''HID Compliant game controller''' with the following VID references:
* HID\VID_045E&PID_02FF&IG_00
* HID_DEVICE_SYSTEM_GAME
* HID_DEVICE_UP:0001_U:0005
* HID_DEVICE

I located this and told it to find the driver online and it gets rid of the Code 54 and fixed the problem. The driver it installs from Microsoft Update Catalog is correct and does not need to be changed.
