Touchpad Pointer prematurely executes when it "hoovers" over something

When using the touchpad, and moving the pointer around, if it moves across an executable item, even "hovering" over it for a split second, it executes that command before you "click" on the touchpad left button as you would expect to do.

This is horrible, and I can't imagine that this is the way it's intended to work.  Is this something that can be fixed with a setting change, driver change, or otherwise?
