I’m sure they are using a hydraulic punch. The tube is placed on an anvil which has holes located at the different locations, the center is hollow to allow the punched pieces to fall into a scrap bin. The punch either runs a few lines or it could do all of the holes at once. Think how a paper punch works just a more powerful press.
