Most CRT monitors don't play well with most cameras. This is due to the refresh rate. Very few CRT's work well with CRT's because many of them are limited to 60/85Hz. Your phone is not damaged. You don't have to worry about any sort of hardware defect or repair to your phone.

This is more of a problem with cheaper CRT's then professional ones. It will still happen on something like a GDM-FW900 but not to the same degree since the GDM-FW900 supports higher refresh rates.
CRT monitors don't play well with most cameras, due to the sync rates the cameras use in comparison to the CRT. Even when CRT's were the thing, they had problems. This is nothing new, and is not a hardware defect. This is a sync variance issue on the CRT vs what the camera uses.

Either you need a new camera or the lens needs to be cleaned
