You may have some corrosion internally within the mouses logic board. Have you tried opening it to see if you need to do some deeper cleaning? Also you could have a bad solder joint in the power section . Trace the power feeds from the battery compartment with an Ohm meter and don't forget the switch.

Sadly, Apple does not offer parts for the mouse so if you have a bad switch you'll need to get a new mouse.
