Sounds like the AirPort ribbon cable either is not connected or got damaged somehow.

You'll need to open the system up again follow this IFIXIT guide: [guide|6419|Mac Mini Mid 2011 AirPort/Bluetooth Board Replacement]. Follow the guide up to Step18. You can see the cable at this point for a more detail of the cable look at Step21 & 22.
