Assuming that your new battery is good and is connected properly you may need to put your iPod into disk mode, https://support.apple.com/en-us/HT201544 ,  then connect it to a wall charger.  This can sometimes fix this issue.  If it doesn't you may want to double check the batteries connection just to make sure it is seated properly.
