The USB posts have a fuse link to protect the power feeds. This is a hardware problem not software.

It sounds like you burnt it on the non-fuctioning ports. To test try plugging in a powered USB hub into the port and then plug the USB device into the hub as the Hub is offering power to the device it should work. IF it does then you know it just needs a new fuse link.
