Ok had the same on my galaxy tab 2 easy fix in the end ------ go to settings >applications > Samsung apps > clear data/cache ------ that's it when you open Samsung apps it then asks for you to accept the term & conditions for use :-)

Go to settings > Applications > Samsung apps > clear data/cache

That's it! When you open Samsung apps, it then asks for you to accept the terms & conditions for use. :-)
