Chromebook not charging
The charger is not working properly.
Faulty Power Adapter
Make sure the power adapter is connected to a working wall outlet, then check to make sure cable is fully inserted into port of Chromebook, if working correctly LED light indicator will be on. You will probably need to buy a new AC adapter if problem persists.
Issues with Charging Port
If LED light is not on, it my be an issue with Charging Port on device. To check, try another adapter from a similar device to see if the device starts charging and powers on. If it starts charging, its not the port. If it doesn't start charging, it may be caused by an internal issue with Chromebook and may need a replacement of a part or device, whichever one is more cost efficient for consumer.

Failing power connection
You need to make sure to disconnect everything off the laptop. Plug the Chromebook into a power outlet and confirm the power adapter is connected to the Chromebook. You should see an LED indicator light turn on. If you do not see it turn on you, must let it charge for at least one hour. If you see that the Chromebook still does not power on but the LED light is blinking then the cause might be the AC adapter or the charging port. In this case try using a different AC adapter. If all else fails look into replacing the battery itself.
Recovery mode of the Chromebook
To do this make sure there are no outside sources connected to the Chromebook, this includes headphones, SD cards, etc. Make sure the charger is working properly, and turn on the Chromebook. While the power LED light is blinking press and hold the ESC+Refresh+ Power keys simultaneously then let go of the Power key. After all this there should be a Recovery screen displayed. You should let the Chromebook charge for ten minutes and then restart the Chromebook. This should allow it to perform normally but if this fails then it requires service from Support services.

The camera on the Chromebook if not working, can be an issue with the drivers that control that function of device, see if a update is available. If the issue is still persistent, the camera does not work after drivers are updated, then it could be a issue with the hardware.

To check the camera before doing anything to the hardware, first do a backup on your files. Then perform a factory reset. To do this simply press the Taskbar on the bottom right, then you need to Sign out. After that, hold and press CTRL+ALT+Shift+R and then press Restart. A popup will then appear. Click Powerwash> Continue. If this does not help then you would have to contact support.

Go to Manufactures website to see if there are any updates available for Operating System that may have been debugged in the most recent OS update for device to address this issue.
Issues with Factory Reset
Go into Chromebook settings but first, back update device drivers, then reset Chromebook to factory settings to see if this fixes the issue. If that does not work and device is crashing you may need to contact manufactures service support or if under warranty to replace device.
