Power Cord Not Plugged in Correctly
Check that there is no damage to the cord and make sure when plugging in the power cord it is put in firmly.
Blown Fuse or Tripped Breaker
Check your home's electrical panel to see if the circuit breaker has tripped of if there is a blown fuse. If the breaker has tripped, reset it by switching it off and then back on. For a blown fuse, replace it with one of the same amperage. After resetting or replacing, try plugging in your vacuum again to see if it turns on.
