Hoover Power Path Deluxe FH50951 Not Scrubbing

If your Hoover Power Path Deluxe FH50951 is turned on, the vacuum seems to work, and fluid is dispensing correctly, but it appears the carpet you are cleaning is not being scrubbed, follow this troubleshooting guide.
